That is merely the cap your internet provider puts on your speed. Your actual speeds may vary depending on location of the server, speed of the server, and your connection quality.
You are not the only one. I pay for ~10mbps and receive on average only 1 mbps

If you have DSL, you might be located far from the CO's DSLAM. Once you start to get past 3.5 miles away from it then you experience bandwidth weakness as there is more overhead due to the otherside working more to maintain the connection at a certain limit.

What exactly is it, T1, ADSL? Depending on where you live, and the company, they could either be shafting you, or just geological limitations.
Also, a VERY important distinguishment: 1.5 Megabits is NOT I repeat NOT 1.5 Megabytes.
So you might be screwing that up and expecting more then you should.

There are a number of factors that determine your download speed, including the quality of your phone line, the hardware you're using, and the server you're downloading from. You need to specify the following:
- What speed you're getting
- How you're testing it
- How many times you tested it and over what time period
- Was anyone else using the internet when you tested it (eg. other PCs on the network or other software on your PC)
- How you're connected to your modem and how it's connected to the phone line (ie. do you have a router in between, and are there phones on the line as well, and do you have a line filter)
My experience with 1.5Mbit ADSL was a maximum download speed of roughly 150Kbytes/sec. You wouldn't expect much more than that on any 1.5Mbit connection.

depends on how far you are quality of the line other people in the area using it i get one third of three Mbits

it's all abot the bandwidth. if there are a lot of people in your hood with the same provider, you are splitting the strength(bandwidth) of that dsl connection.

The first thing you should do it's to determine exactly what speed you actually have, do not rely on how fast you download a song or a video, I sugest you to visit this website www.dslreports.com they have very cool tools to determinre exactly what is the speed of your connection, after that check your contract or agreement, especially the small letters part maybe they told you that 1.5 mbps would be the maximum nor the minimum. and ultimately chang ISP provider if you feel they are cheating
