Have you installed something recently?
Also you may need to run some adware, malware, etc programs. Its basically spyware at times as well. There are some good programs out there that you can try for free!
Also when is the last time you did some regular maintaince on the system?
I would start there, and see what happens. I have some hints on my blogs for these steps if you need help with them!

Maybe before you format you could try disabling windows defender (since you already have AVG) or try defragmenting the drive... this might help you out.
Auslogics Disk Defrag would be good for this:

You should have 2GB for vista. The only think I can think of that would make your computer slow like that would be either to many start up programs or spyware.
Run a scan using this:
Spybot Search & Destroy-

You should also consider getting a better firewall, the windows firewall sucks.

The best way is a combination of the two approaches, cleaning out viruses, spyware and other assorted malware and then doing a clean install or your Operating System (OS) to combat "OS Rot". Very first step being back up your data, of course.
How often you need to do a clean install really depends on how often you install software, widgets, applets, etc. and the amount of various downloads you do and how heavy you browse. Most professionals recommend doing a clean reinstall of your OS at least once a year, but YMMV (Your Mileage May Vary).
